CORE3 is an initiative to create a central collaborative hub dedicated to cross-agency emergency services training, facilitation and dispatch in crisis or emergency situations. While still in the early phases of procuring funding and political support they recognized the need for a strong brand presence as much of the initial work will involve political lobbying and widespread voter support.

The original working name was a mouthful - RESTCC (Regional Emergency Services Training and Coordination Center) - so the initial task was renaming. CORE3 combines an abbreviation - Central Oregon - and a contraction - Ready, Responsive, Resilient - into a name that is short, memorable, and representative of what the initiative is.

The second phase of the project was to develop the logo and visual identity to represent CORE3. The end product is a logo that represents inter-agency collaboration, effective action from a central hub, and the three counties involved in the initiative. Three primary brand colors reflect the three core values - Readiness, Responsiveness, and Resilience. They are loosely related to the color motifs of various emergency agencies without favoring one branch over another.
